Minkowsky studied literature and media at the State University of New York at Buffalo. In 1977, he became the Video and Electronic Arts Curator and Music Programmer at Media Study/Buffalo. He has taught at Visual Studies Workshop, Center for Media Study, and the San Francisco Art Institute. His work has been widely published in arts journals and media publications nationally, among them Afterimage, Video 81, and Ear Magazine. He served on advisory panels for the New York State Council on the Arts, the National Endowment for the Arts and the Ohio Arts Council. He has received recognition for his critical writing on media from the New York State Council on the Arts and the National Endowment for the Arts. He has programmed exhibitions and series which have traveled to major cultural centers around the world; examples include The Moving Image Statewide, programmed for the University Wide Committee on the Arts, State University of NY; Video/TV: Humor/Comedy The Electronic Arts.
