In August 1965, NYSCA Executive Director John Hightower convened an advisory group to discuss ways the Council could help disseminate distribution information and tour films to communities throughout the state.

(2) The group included Ralph Hetzel, the acting head of the Academy Of Motion Picture Arts and Sciences; Margareta Akermark, from the Museum of Modern Art's Film Library; Amos Vogel, founder of Cinema 16 and Program Director of the newly-founded New York Film Festival; and producers Arthur Meyer and Dore Shary, who soon after became the first Commissioner of New York City's Department of Cultural Affairs. This resulted in the Film Project, under the direction of Peter Bradley.

    John Hanhardt is curator of film and video at the Whitney Museum of American Art in New York City; he integrated video into the Whitney’s exhibition program and curated the Nam June Paik retrospective in 1982. Trained at NYU with a MoMA internship, he became Whitney department head in 1974 after serving at the Walker Art Center; he organized Projected Video (1975) and Re-Vision (1979) and placed video in Biennials from 1973. He secured Rockefeller Foundation funding to equip the theater, is writing Expanded Form in Film and Video (due spring 1983), and pursued touring and distribution via the AFA.

    John G. Hanhardt is Senior curator of film and media arts at the Solomon R. Guggenheim Museum; he holds a B.A. from the University of Rochester and an M.A. from New York University. He was film coordinator at the Walker Art Center, Minneapolis (1972–74) and curator and head of the film and video department at the Whitney Museum of American Art (1974–96). He curated exhibitions and film and video series at the Whitney and Guggenheim, edited Video Culture: A Critical Investigation (1986) and received the Peter Norton Family Foundation Curator's Grant (1993).

    The New York State Council on the Arts (NYSCA) funded production and exhibition spaces for film and video installations, increasing state support in the early 1970s and moving media art from alternative venues into museums. Institutions cited include the Everson Museum (early 1970s video curator), the Whitney (video exhibitions from 1971, Re/Visions 1979, Nam June Paik retrospective 1982) and MoMA (Projects 1971, video department 1974); artists and technologies ranged from 1960s avant-garde closed-circuit and multi-monitor work to later interactive and multicultural installations such as The Erl King (1986) and Color Schemes (1990).

    New York State Council on the Arts annual report 1972-73 lists Film/TV/Media/Literature Program staff and names Peter Bradley Program Director; it highlights Frank Gillette’s Track/Trace at the Everson Museum of Art in Syracuse using three cameras and fifteen monitors. Financial tables give totals for 1970-71 through 1972-3 and allocations across major program areas; the director’s statement records 1972-73 grants including 25 filmmaking workshops, film festivals, TV support and a Planning Corporation for the Arts grant for a thirteen-week two-hour video arts series aired on a New York City municipal channel, and literature grants with over 52 applicants in 1973-74.
