Public Access Celebration

Public Access Celebration marked the first anniversary of Public Channel programming on cable television in Manhattan. Individuals, video groups, City agencies and the New York State Council on the Arts, Sterling Manhattan Cable and Teleprompter Corporation cooperated to produce an informational event about public access for the general public. Survival Arts Media participated and helped produce a report, published in January 1973.

  • Albany Public Library: Video and the Library (1977) Groups

    Excerpt from Videoscope 1977 reports that the Albany Public Library, central library of the Upper Hudson Library Federation of 25 libraries, planned a live public access studio to cablecast to 25,000 local subscribers; Bob Katz, APL Media Librarian, expected the Albany Community Video Project to produce most programming while using library facilities. The library acquired video equipment since 1970 (first portapak via LSCA) and received NYSCA support; LSCA-funded Adult Independent Learner Project will provide playback units. Katz considered token studio fees, noted staffing and content controversies, and hired two CETA workers to research cable and survey viewers while canvassing funding and other libraries.

  • About the Video History Project

    The Experimental Television Center’s Video History Project, begun in 1994, is an ongoing research initiative documenting video art and community television as they evolved in rural and urban New York State and spread across the US; initiatives include research, conferences and a website. The Project aims to identify, locate and make accessible tapes, artists’ instruments, writings and ephemera from early portable-media practices introduced in the late 1960s, and to cultivate research and public programming that situates independent media within broader cultural contexts. Thousands of tapes are held across New York State in libraries, museums, media arts centers, artists’ spaces, universities, video collectives and private collections; the Project invites public contribution and collaboration to assist preservation and access.

  • Groups

    The media field began evolving in the 1960s with the introduction of portable videotape technology, increased public support for arts and humanities projects, and the radical counter-cultural movement; New York State hosted early media activity in the United States, with over thirty media organizations active in the upstate region during 1968-1980. Groups operated with organizational strategies ranging from individual to collective; media makers produced documentaries, narratives, conceptual and image-processed video work for cable and television and for regional, community and art venues.
