Memories - 25 Years of the Experimental Television Center Bibliography
Ann-Sargent Wooster's catalog essay for the 25th Anniversary exhibition at Art in General (Nov 8–Jan 25, 1997) recounts the Experimental Television Center's history; the Center grew from the Student Experiments in Television program begun in 1969 at SUNY Binghamton by Ralph Hocking and formally organized in 1971, relocating to Owego in 1979 and hosting roughly 1,200 artists in 24-hour residencies. The Center constructed a Paik/Abe video synthesizer under Nam June Paik and Shuya Abe for WNET's TV Lab, developed image-processing hardware by David Jones and artist-oriented software interfacing with Amiga computers circa 1975; reminiscences name participants including Nam June Paik, Bill T. Jones and Doris Chase.

Sherman presented this talk, adapted for the New York State Media Festival at Syracuse University in April 1996, arguing that memes will drive cultural evolution and that emerging digital technologies form extended phenotypes. He traced media and network milestones from 1966 to a projected 2006 (ARPA Net, Betamax, CNN, IBM PC, NSFnet, WWW, Bell Core video) and discussed video art, analog-to-digital transitions, real-time digital ambitions, and video-on-demand. He described his involvement with an Ars Electronica think-tank, a 1979 TV Ontario episode, the Canada Council Computer-Integrated Media grant (1983) and curating digital works for the 1986 Venice Biennale, and he urged attention to personal agents, encryption and the integration of human emotion into digital media.

Motion Perception in Movies and Painting: Towards a New Kinetic Art Bibliography
Michael Betancourt examines Julian Hochberg and Virginia Brooks' argument in Movies in the Mind's Eye that cinematic motion is a cognitive gestalt process rather than an ocular-physiological effect, and he applies that model to painterly motion. Ralph Hocking offers an artist statement for a computer-based installation slated for fall 1999; his listed installation works are Jump, diggit and Running, and he links the project to prior study in pottery. The work uses four to nine monitors, each driven by its own Amiga with one video and two audio outputs and a serial link to a master referee computer; the Amiga provides four oscillators and image and sound sampling, and imagery is altered by digital processing techniques including convolving, bit swapping and field manipulation, producing three-dimensional illusions. Keynote address at the 1998 NAMAC National Media Arts Conference, dedicated to Leslie Schwartz Burgevin (1958–1998) of the Johnson Museum of Art, Ithaca, NY, and acknowledging NAMAC board members Helen De Michiel, Charlie Humphrey and Karen Khan. The speaker diagnoses plural states of emergency affecting media arts—privatization, arts defunding, transnational consolidation (Time Warner, Bertelsmann, Disney) and technological change—and urges reclaiming independent media’s oppositional heritage and public space through new access, distribution and exhibition practices involving camcorders, CD‑ROMs, web sites and editing systems such as Avid and Media 100. New Work in Abstract Video Imagery is an anthology of videotapes produced 1973–1977 and organized for the Everson Museum of Art, Syracuse in 1977; it documents experiments with television, magnets, videosynthesizers, lasers and computers and includes works by Nam June Paik (magnet experiments; Paik/Abe videosynthesizer), Shuya Abe, Aldo Tambellini (Black Spiral, 1968), Peter Van Riper, Mary Lucier (Fire Writing), John Cage (Suite 212), Ron Hays and many Chicago-based practitioners. Production centers cited include the New Television Laboratory at WGBH, the Sandin Image Processor at the Art Institute of Chicago, the Experimental Television Center (Binghamton) and Bell Labs; the New York State Council on the Arts provided support. The exhibition was organized by Richard Simmons as an artists' cooperative with revenues divided equally among participants.

Report on the New York Media Alliance annual meeting held May 6–7, 1983 at the Visual Studies Workshop in Rochester; members debated finances, fundraising models, a proposed newsletter versus low-tech mimeographed notices, and adopted a plan to hold five meetings on production, distribution, exhibition, education, and preservation. Tensions between organizations and independent producers surfaced, with contributions from Gerald O'Grady, Skip Blumberg, Margot Lewitin, Julie Harrison, Tony Conrad, Emily Armstrong, Matthew Geller, John Giancola (NYSCA) and Ralph Hocking (Experimental Television Center). The Alliance had a $21,000 1983 operating budget with $10,000 spent; NYSCA granted $20,000 in 1982–83 ($10,000 outright, $10,000 matched), the group raised $5,500, and director Robin White had funding for roughly six more months.
