Creative Artists Public Projects (CAPS)

New York State Council on the Arts (NYSCA) establishes the Creative Artists Public Projects (CAPS) fellowship program, administered by the Cultural Foundation. Program to provide funds to individual artists. Fellowship recipients required to participate in a public service under the direction of Isabelle Fernandez.

Other Directors include Mary MacArthur. Until 1984 CAPS was solely responsible for New York State's individual fellowship program.
