    Position paper to the New York State Council on the Arts arguing that Upstate New York’s media arts environment differs from New York City and requires targeted State support; it links regional isolation, access to camcorders and editing equipment, and public access cable with cultural heterogeneity and development.     Public Access Celebration marked the first anniversary of Public Channel programming on cable television in Manhattan; individuals, video groups, City agencies, the New York State Council on the Arts, Sterling Manhattan Cable and Teleprompter Corporation cooperated to produce an informational event for the general public. Survival Arts Media participated and helped produce a report that was published in January 1973.
