Town meetings occur around the State to discuss ways in which New York State can continue to support individual artists. This was partly in response to the administrative problems of the Creative Artists Public Service Program, as cited by the New York State Council on the Arts.

    The record documents the Creative Artists Public Service (CAPS) Program funded by the New York State Council on the Arts and administered with involvement from the Cultural Council Foundation. For 1970-71 the Council provided $325,000 supporting 123 awards of $1,000–$5,000; for 1971-72 it provided $400,000 for 89 awards averaging $2,700; for 1972-73 it provided $600,000, selecting 142 fellows from 2,874 applicants with awards of $1,500–$5,000 (average $2,700). The entries list supported artists across multiple disciplines and name video panelists and a consultant.

  • Creative Artists Public Projects (CAPS) Chronology

    New York State Council on the Arts (NYSCA) established the Creative Artists Public Projects (CAPS) fellowship program, administered by the Cultural Foundation; the program provided funds to individual artists and required fellowship recipients to participate in a public service under the direction of Isabelle Fernandez. Other directors included Mary MacArthur; until 1984 CAPS was solely responsible for New York State's individual fellowship program.
