The 8th Annual Ithaca Video Festival received 380 submissions and presented work by 15 artists; it was curated by Gary Hill, Kathy Huffman, John Minkowsky and Philip Mallory Jones. Featured artists included Bill Viola, Max Almy, Norie Sato, William Brown, Dan Reeves, Jon Hilton, Jim Whiteaker, Scott Rankin, Steina, John Arvanites, Edin Velez, Karen Peterson, Peter Trivelas, Adrele Lister, Jan Peacock, Barbara Buckner, Eugenia Balcells and Peter Van Riper. The exhibition was shown in 1982 at Media Study/Buffalo.

1982 Circle/ Squared, Video Portraits Chronology
Beth Berolzheimer presented Circle/ Squared, Video Portraits, a five-channel video installation of four image-processed portraits surrounding a central super 8 image shot at a nudist colony, at Randolph Street Gallery, Chicago, December 13–17, 1982; the work combined image processing with a Super 8 source. Chap Freeman reviewed the exhibition in The Chicago Reader (12/10/1982), noting her reliance on multilayered sound tracks and electronically altered visuals. The review stated that her tapes embrace the technology of the taped image, turning perceived limitations of the picture tube into aesthetic advantages.

1982 Creative Artists Public Service Program Chronology
Isabelle Fernandez, director of the Creative Artists Public Service Program (CAPS), decided to move fellowship categories to alternate-year funding in response to NYSCA requests for greater cost-effectiveness; CAPS planned to increase the number of awards using savings from administrative cost cuts while maintaining fellowship funding levels. In 1981 CAPS disbursed 32% of its budget for administration, prompting State Council members to cap such expenses at 20%; NYSCA requested outside funding and a matching funds requirement that CAPS was unable to meet. Fernandez reported NYSCA initially discouraged outside fundraising to avoid competition with other media organizations, then later reversed that stance, and noted private support for artists' fellowships was difficult to obtain.
